What we are missing so far on this issue are reproducer steps from a freshly started lxd along with any relevant environmental setup details (proxy, firewall etc)
@afeshti is this in an air-gapped networking environment? Do you know if the count increases if an image is being attempted to be downloaded from a blocked location?

I was wondering if someone was trying to use images from a blocked remote and it was hanging.
LXD should already be able to distinguish between snap restart and snap reload, as it chooses not to stop instances during a reload.
Wonder if we can set an env var on stop so its detectabke on start up.
@simondeziel I wonder if you could show @kadinsayani how to use testflinger to test a custom build with the check in question modified to pass and see if this works:...
Does /var/snap/lxd/common/lxd/logs/j-armhf-vm/qemu.log contain anything?
Use lxc console to see it booting
