[Bug]: Move Up Action Breaks Codeblock

What happened?

As seen here when using move up action it makes the toolbar dissapear from codeblock. In the video its on web but I confirmed its also has the same behavior in the desktop app. (I'm on a mac silicon) https://github.com/user-attachments/assets/2b1532ce-8dea-4292-a7ef-c84066c6577a
