Add the process group and functions needed for torch DDP. On CPU for now.
Messy but working with `GPUS=4 LLVM=1 TINY_BACKEND=1 python3 examples/other_mnist/beautiful_mnist_torch.py` Quite a few stubs and TODOs to work on.
