FYI, after reading about the Nuget issues in the VS 15.4 update which were fixed in 15.5 (https://developercommunity.visualstudio.com/content/problem/128974/error-occured-while-restoring-nuget-packages-1.html), I updated my VS to 15.5 and my error went away. Thanks...
