From @markhuot: To get them back open ~/Library/Application Support/Preferences/com.macromates.textmate.plist and set `OakProjectWindowShowTabBarEnabled` to YES I think that path is for Lion. On Snow Leopard the path is ~/Library/Preferences/com.macromates.textmate.plist
