When trying to browse the app center without an internet connection this error was surfaced. We should fail more gracefully here. @anasereijo @d-loose

First run without internet connection

When running for the first time (ie new install) without an internet connection banners are show but there are no icons. It would be nice to have a tidier fall-back...
