I haven't managed to reproduce it. It's probably happened once out of 1000 times, so not sure what the problem is. I expect some sort of race condition?
What did this mean by the way guys? Are you considering some preview type of access?
Thanks both @MarcoRossignoli @Evangelink . I've installed `1.3.0-preview.24280.1` from your test feed, which was only published 18 minutes ago, but things still look to be internal currently.

But if a module depends on another, you must specify that attribute. The compiler will force you to via the analyzers. So even if packaged up, it's still forced to...
