Sorry I cant' reproduce. Can you try upgrading your Terraform CLI? 0.14.0 is pretty old.

Is it a fresh workspace, or did you use an older terraform version before? What does `terraform init` tells you?

Are you sure you don't have another `terraform` block configuration in your workspace? Or maybe a global .terraformrc configuration file?
