FWIW, I've experienced similar issue with `GenerateDepsFile` phase using .net sdk 3.1.301 - in my case one way to mitigate the issue is to explicitly build the project in question...
I had a quick glance at the Perla project - and it looks pretty cool! I like the idea of removing node.js dependency, this indeed could be a selling point...
bump - when is paket supposed to restore this file? I gitignored it and after `git clean -fxd` I'm no longer able to build cause of `.paket\Paket.Restore.targets" was not found.`...

That's right, removing `paket-files` did the job. Must have been that I didn't clean all ignored files before.. Thanks @forki !
