Support plugin service API calls from Go client

This can be achieved by adding `cloudpb.PluginServiceClient` to the [VizierClient](https://github.com/pixie-io/pixie/blob/main/src/api/go/pxapi/vizier.go) struct @aimichelle @zasgar Is this acceptable ?

Pixie doesn't work on Rancher Desktop
