Is there a reason behind requiring that version of SWIG, plus I think SWIG is already a dependency of GNU-Radio?

CI is failing still. That needs to be addressed first
The hardware+driver doesn't support loading arbitrary tap lengths. They need to be 16,32,64, or 128.
