As stated in the issue description, readiness check is expected to indicate that the service can serve requests. So I don't think `/configs` is a proper endpoint for this purpose....
Not sure I'm understanding this correctly, but I won't recommend a new repo for authz plugins. A separate repo takes a huge effort to set up and to review issues/PRs....
