Everything was cleaned up in the last [commit](https://github.com/openmrs/openmrs-core/pull/3647/commits/8a1abbf24b8d2d27d7e22d9a59ccb5255a018f3d) , Iam not really sure why this is still here ..

Some few failures here

There is a problem at **/home/runner/work/openmrs-core/openmrs-core/api/src/main/java/org/openmrs/api/context/Context.java:[1441,25] unreachable statement** please run `mvn clean package` after making changes and before doing a commit to avoid these failures.

And pay attention to all the comments which I made on this PR. Changes still failing. did you fetch the latest changes before pushing ?
