We're currently using https://github.com/Munter/netlify-plugin-checklinks which is supposed to catch fragments, but isn't. Opening this issue to track. Hopefully whatever tool we choose in the switch to vercel will support fragments.
It happens for me sometimes on refresh and always on `cmd-shift-R`
