Same issue here, magisk 27.0 (27000), android 12 (oxygen os 12), oneplus 7 pro, similarly, disabling user authentication fixes the issue right away.
I found a workaround, if you install android accessibility suite, you can enable the accessibility menu and use that to get to the power menu, from where the shutdown option...
As far as I know, this is a quirk of the chromium platform and thus cannot be fixed.
