Generally it makes sense to add the label at least to the list of available labels, but we need to check what happens if no environment is defined.

You can configure the labels, that could potentially reduce the cardinality.

Generally this shouldn't be problem, except for this exporter if the workflow collector is enabled and it uses the default sqlite database as this would be potentially a breaking change....

With the release of the upcoming v5.0.0 this exporter won't run as root anymore. You can see the related changes on https://github.com/promhippie/github_exporter/pull/504.
