Region Restricted is in case the domain is exclusive to any country(ies), and outside of it cannot be accessed by normal means, and doesn't have much to do with language....
For now, PreMiD only supports websites, but leave the issue open because version 3.0 will support applications as well.
Note: the original presence has been removed because the official website is dead (#7084). Presence can probably come back to support clone sites.
