Scala 3 first official version got released yesterday: https://github.com/lampepfl/dotty/releases/tag/3.0.0 :)

@mattroberts297 Can we move forward with this incentive? I'd be happy to help if there's more needed to be done.

Also scalatest should be bumped to 3.0.8 which supports 2.13

I guess this could be done with #19
