This issue is reproducible. Colons are supported by the REST API and should likewise be supported in the CLI.

Since this bug is related to parsing and constructing fully qualified IDs, it only occurs when using a NON fully-qualified ID. Therefore the workaround is to use fully qualified IDs...

Currently the thing holding this up is that there's already a version published on [Nuget](https://www.nuget.org/packages/conjur-api) by a third party. @ismarc is going to work on contacting Microsoft to take ownership...

@michalrosenbaum For now you can just download the dll from the [Releases](https://github.com/cyberark/conjur-api-dotnet/releases/tag/v3.0.3), or you can import the source code as a project reference.
