We have determined that a significant amount of space is being used up in the release-openjdkXX-pipeilnes and not the individual platform specific build pipelines. The jobs are being "locked" automatically....

openjdk11-pipeline has a lot of old releases in it which are locked and chewing up over 50GiB of space. We should unlock them and allow them to be deleted.

SOme of the test jobs are storing a full copy of the JDK in the `openjdk_test_output.tar.gz` which is chewing up a significatn amount of space int he jobs directory e.g....

The [eljbuild folder](https://ci.adoptium.net/view/ev3dev/job/eljbuild/) is chewing about 8GiB of space as well which was related to the Lego Mindstorms EV3 builds. We should probably disable those as they are not currently...
