建议：支持国外机房网络环境下的部署，有利于产品国际化推广

当前产品的不少依赖，来自阿里云等国内源；若在国外机房网络环境下部署，可能很容易受到网络干扰而造成依赖获取失败。 希望增加一些国外的源，以利于产品国际化推广。 不过，我想使得产品在国内国外都能很好地工作，同时又尽量不增加用户手动选择国内还是国外模式的负担，我目前还没有形成关于“如何实现这一点”的完整想法。
