- Misc updates to documentation about workflows/release - Changed `only-ui-bumps.sh` to the more generic `skip-ci.sh` and added README changes (next to UI/dashboard bumps) - Edited `skip-ci.sh` to not do anything...

* `scripts/package` variables were changed to `scripts/package-env` in https://github.com/rancher/rancher/pull/39191 * Other `scripts` reference to 2.6 changed to 2.7

Panic seen if aliases file is non-valid JSON
