Reading a 0 B file from s3 raises KeyError

I am seeing the same issue with reading attempting to [open](https://github.com/RaRe-Technologies/smart_open/blob/59d3a6079b523c030c78a3935622cf94405ce052/smart_open/s3.py#L227) a 0B file. This [PR](https://github.com/RaRe-Technologies/smart_open/pull/549) was supposedly merged to fix this issue, but it actually introduces the missing KeyError...
