It's basically two separate issues: 1) Statusbar with Colors.white shows as black on Xiaomi Mi9 SE 2) The colored statusbar doesn't reset to default (semi-trasparent grey) on hot-restart.
I checked with another app. It's likely a MIUI bug. The status bar is black. If I swipe a curtain down and back, then status bar colorized.  
I don't have this device anymore. But I have Xiaomi 11 Lite. I can check it and come back with an answer.

No, it doesn't. I didn't encounter this "white statusbar turns to black" behaviour anymore. My issue is about refreshing the statubar after the hot-restart.
