I had the same issue and noticed that in the advanced developer settings for my app, there was a checkbox along the lines of: FORCE_APP_NOT_RESIZABLE or something like that. Unticked...

I don't think that's fully correct... Or at least not properly working. My app explicitly sets the property to true in the manifest and still got the flag applied! ________________________________...
