Thanks! I ran into a variety of issues like this, and wound up having to mutably remove_max until empty, which is not ideal, even for off-chain.

oh I just made a PR for the same issue: https://github.com/hedronvision/bazel-compile-commands-extractor/pull/215 we had to make it a --define though since we actually change wrapper scripts on the command line so...

It's possible my need could be satisfied by yours by adding another layer of indirection - a new wrapper rule whose implementation pulls the var from ctx and then plugs...
I am now interested in this, I think it is serializing our timestamp (ns since epoch) time as a String because of this...?
