Is this an OpenVR SDK version issue? Right now opentrack is built against OpenVR SDK 1.3.22 version. Are any other users having that problem? I'm going to try updating it...
Did you try both DInput and Raw modes? Are you launching the game or opentrack as administrator? Try launching both as admin or neither.

What's the simplest game to set up for testing? Preferably one that doesn't *need* to be paid for.
