Looks like nobody can solve it. It is a long-term issue. I started using quarto.org for exporting notebooks and it is really excellent - much better than original HTML_TOC.

I can confirm, that tabname does not contain any weird characters. I just used the default name, which opens automatically when you switch into Execute SQL tab. I compared it...
