Create alerts if relay is down

Create an alert when relay goes down. This should get sent to X.

This will cover various failure cases for payments on the bounties platform:

1. Invoice isn't generated
2. Tracking invoice statuses and updating backend

We should have multiple layers of alerts in case one system goes down.

One should be email. Another could be a Sphinx chat alert.

V1 can be just email.
