Add extra "completed" step before "mark as paid".

The flow would be: unassigned -> assigned/inprogress -> completed -> paid

Here's a situation where it would be helpful: Vlad wants to complete all 3 bounties before getting paid. He completes 2 but is still working on a third. This helps people who have posted bounties keep track.
