Claim a Badge

@pitoi @soup20 Here is a suggestion how we can solve process of claiming and awarding badges.

Process can be similar to one in LinkedIn where users are endorsing each others skills. When creating a profile, user can list his skills, and a level of expertise for each one. By doing that, he may automatically claim these badges, that will show up in his Badge tab on profile page. Initially, these claimed badges can be grayed out, with "Pending" label, since no client has awarded any of it. Once client is marking bounty as paid, all claimed badges will show up on the list. Number of times person is awarded by each badge can be placed below badge title. Additionally, user can click "Claim a Badge" button on badge tab to claim another badge.
