I think the question is: Is mode property of a package or of the environment (or the invocation of the env)?

Update: We have found the merged fix was not the total fix for this, so it will not be in the release today. We are continuing to evaluate.

This is blocked PR #1299.

@ghudgins can you check the latest nightlies on shipit and check the timing? We believe this has been fixed on main.

We may want to look at the larger OCI API and have an approach for other items exposed.
