Open3D now has covariance computation. http://www.open3d.org/docs/latest/python_api/open3d.geometry.PointCloud.html#open3d.geometry.PointCloud.estimate_covariances This looks like a good first issue if someone wants to contribute curvature computation.

This is fixed in PR #6008 and available in v0.17.0. If building from source use `master` or tag `v0.17.0-1fix6008`
