We're also facing timeout issues with ClearlyDefined recently. My hope is that working on https://github.com/oss-review-toolkit/ort/issues/3905 will address this.

The timeout is unrelated to the bogus "An illegal reflective access operation has occurred" warning. As already explained e.g. [here](https://github.com/oss-review-toolkit/ort/issues/2559#issuecomment-621070244), that warning can simply be ignored.

I accidentally came across [this issue that I fixed](https://github.com/oss-review-toolkit/ort/pull/5096/commits/c93e1786dc2b9f417e8efca77b6e6d540f359cfe), which likely also fixes this issue. Can anyone confirm?
