Change "acquire" command during a hold/freeze

Make it something like "harold acquire-with-approval" and reject plain "harold acquire" so that it's much more explicit and obvious that the user is doing a deploy outside of convention.

Setting yourself busy/away should auto-:running: PRs potentially with a custom message of who else to talk to. Bonus points if this can source from something else like your Slack/GitHub status.

harold: blah and harold : blah should be the same

A non-author tagging someone else in for review works from the github UI but not the emoji. This seems to be deliberate? https://github.com/spladug/harold/blob/master/harold/plugins/github.py#L211 Why? Fix!
