Fix dependency management and release process

Some of this has been solved but some of this hasn't been solved yet. There is still some gunk in `scripts/install.sh` that needs to be sorted out by external parties...

Need ability to turn off recipe, in case it is not running or connected to anything. As well as manual overrides in case things are acting as expected.

There is a `stop_recipe` service to stop a recipe. Not sure about the latter. Not sure if we actually want manual overrides for the climate recipes at all.

When using multipass in multiple shaders, the buffers will persist between shaders if they share the same name.
