Has a regression on switching peers if they go down while we are syncing filters or filter headers at the moment (no re-queries atm whille syncing filters). And it's littered...

#4509 _may_ help as there were some fixes related to handling of stopping node there. Though, I'm seeing a failure wrt mac tests there too. @Christewart
