This issue is outdated because we don't use .repo-metadata.json anymore. But, we still have the need to auto-update libraries to stable [here.](https://source.corp.google.com/piper///depot/google3/third_party/googleapis/stable/google/analytics/data/BUILD.bazel;l=45) for example

I don't think I have any real comments on the code - not familiar with modernizing a client. However, I'd be curious if we can add any tests to utils?...
