You can try to change the pulse_pin to GPIO26. When I used GPIO12 I also got skipped and sometimes too many blinks. The ESP32 got touch input and that somehow...

Btw. Your pulse length is about 220ms at 5kw load, so you should use a number around the half of that for the filter, not 10ms
