Need to be able to vote on change proposals and issues.

Need to be able to break and change delegations.

Need to be able to delegate issues, topics or polities. This process needs to prevent the creation of cycles.

A Document is tied to the Polity it is created in. A Document belongs to 0 or more Issues that it has been discussed in. Change proposals to a Document...

The Polity overview should only show currently enacted law in the polity. An issue should show proposals pertaining to that issue.
