After receiving positive feedback in Slack and no opposition anywhere, I plan to land this soon.

I added and removed the dev note label. Dev notes are largely for WordPress developers and these changes should not affect them at all. They'll be using the included Scripts...

There are 3 snapshot failures that are reproducible locally. I would really appreciate help getting this landed if someone can investigate those.

I've added https://github.com/WordPress/wordpress-develop/pull/6453 as an enhancement for 6.6 (let Interactivity API be used in WP Admin).

I created https://github.com/WordPress/wordpress-develop/pull/7537 to add the config.
