feat: commit reveal module contracts

have draft in #1529 - module has commit and reveal periods, both within the voting period of the underlying contest - commit-reveal contests must have a 0 voting merkle root...

Blocker: currently waiting on frog to support polygon and arbitrum and then will be good to go! `0.9.4` currently doesn't.

paths forwards: - frame gas golfing to get the bytes of `post_url` down without changing the route on the site - get farcaster to bump the `post_url` limit

I had the voting timing preset set to one day and the submission timing set to custom, I updated the submission end time but the voting end time didn't update....

bug: incorrectly saying user isn't able to submit on anyone can submit contest

on [this contest](https://www.jokerace.io/contest/qchain/0xdcac6683c417483b46379dbc93007fb0c0ab33e4) there's no QTOKEN left in the rewards module (https://explorer.q.org/address/0x8F147F90ebD30743036F3D51F64d06bD4A941079?tab=txs), but we're showing that there is and that it's available to distribute. the order of operations on this...
