The current version of immich-go isn't supposed to tag photos initially present on the server. Which version of immich-go are you running?

I think this is fixed with v0.25+

for google photos, --time-zone override has no effect

True, this is used when the capture is not taken from the google JSON, like when importing photos from a folder.
