No let's leave it open, it is an issue for hledger development and possibly triggered by our stack/cabal files. (I remember fixing something like that in the past.)

There are multiple issues (or a multi-headed issue), including: 1. GHC-compiled programs handling non-ascii data require a utf8-aware locale to be configured, or will die with various unhelpful messages. (https://gitlab.haskell.org/ghc/ghc/-/issues/17755)...
