we have decided on a new format in cEP-0005. There was some discussion and I'm not sure if all the arguments are in there.

I'd probably do at least a 0.10 before doing a 1.0, because we're a 0. tecnically we can break whatevr we want although we should try to keep backwards compatability...

we can make coala-utils 1.0, then we have to obey to that. Sure.
