I wouldn't see as an task for the watcher to handle that. You should use an proxy for that like nginx / traefik. I use nginx-proxy and it works fine...
An ssl termination proxy. Just an vhost with an reverse_proxy to the watcher
I guess that file can be completly deleted as https://github.com/shopware/platform/blob/trunk/src/Core/TestBootstrapper.php should be used
