I think the usage percentage might matter... But as a starting point let's try it as pure numbers.
@grahamc For what it's worth, I'd love to get to the point where we can ditch staging altogether and have the `-unstable` channels be actually reliable ways to stay up-to-date...
I think it's a useful hint, but it's not definite. IMO we should just give it a shot to have 500+ cause a failure and just let trusted people bypass...
The configure flags are a red herring, this happens with LTS 23.28 which does not require any config flag changes.
Interestingly, lts-22.21 *does* work with the same h.nix checkout.
Setting `reinstallableLibGhc = false;` is a workaround.
