This seems like an agent error. As per the model, `conditionId` must be defined. @wsobel I think this needs to be added to the Agent. The standard says the multiplicity...

Updated the schema. Created new `ActivatedConditionType` which extends `ConditionType` to include `ConditionId` only for `warning` and `fault`. @wsobel kindly confirm
