This was reproduced to me on oVirt version 4.3.11 as well (web-ui version 1.6.0-1) and therefore it's not a new regression.
Since this issue happens on a very specific timing when a new pool is still created and refresh is done on web-ui and since it is not a new regression...
OST failed 3 times in test_verify_add_hosts (didn't get to ui tests yet) so merging without waiting for OST to succeed.
This whole CPU topology fields validation is not so user friendly as well since in case of an error, the user can't understand what is the exact invalid cpu topology...
