Add more descriptive message when xsct cannot be found

The error now is quite low-level, so it would be nice to provide a more descriptive error message & tips for the user to resolve this issue (add a directory to the path, where to look, etc.). I haven't looked into this much, but I suspect there is a similar issue for other binaries like vivado, iverilog, etc.
